<em>\u201cPor medio de la cual se reforma la ley 1952 de 2019 y se dictan otras disposiciones\u201d<\/em> presentando por la procuradora Margarita Cabello, respaldado por el Gobierno de Iv\u00e1n Duque mediante mensaje de urgencia y que est\u00e1 a punto de ser aprobado por el Congreso de la Rep\u00fablica, constituye no s\u00f3lo un evidente desconocimiento de las obligaciones del Estado Colombiano en relaci\u00f3n a la Convenci\u00f3n Americana de Derechos Humanos, sino tambi\u00e9n una muy grave afectaci\u00f3n al sistema de pesos y contra pesos propio de todo sistema democr\u00e1tico en tanto supone el otorgamiento de potestades abusivas a dicha instituci\u00f3n las cuales podr\u00edan derivar en serias vulneraciones a los derechos civiles y pol\u00edticos de la
